Toby Black is a test boat operator for the Washington Department of Fish and Wildlife who knows Puget Sound blackmouth fishing.
He has fished for WDFW for the past 2.5 years and before that, from a very early age, spent much of his free time fishing Puget Sound .
He knows local fishing from both boats and shore.
